Meet Lucy Dathan

Lucy Dathan has proudly served the residents of New Canaan and Norwalk since 2019 as the State Representative for the 142nd District — making history by winning a seat that had never before been held by a Democrat.


In the legislature, Lucy brings her financial expertise and problem-solving mindset to bear on the issues that matter most to her constituents. She currently serves as House Chair of the Government Oversight Committee and sits on the Appropriations and Human Services Committees. She also co-chairs a Medicaid Oversight Committee and serves on the Finance Advisory Committee, a select body of executive branch officials and legislators overseeing the state budget. In prior terms, she served as Vice Chair of the Appropriations, Human Services, and Insurance & Real Estate Committees across three legislative sessions.


Before entering public service, Lucy built a distinguished career in finance spanning three continents. She began as an auditor at a Big 4 public accounting firm in San Jose, California, where she earned her CPA certification working with venture capital firms and technology startups. She then moved to Poland to support the country's financial sector as it opened to western markets, before spending over a decade in London in audit, corporate finance, and as Chief Financial Officer of two venture-backed companies. She also worked at the London Stock Exchange, overseeing intellectual property and financial reporting. Upon returning to California, Lucy continued working as a fractional CFO for SaaS technology startups.


Lucy moved with her husband and three children to New Canaan in 2015 after living in Palo Alto for nine years. She continues to work part-time as a contract CFO for technology companies — building finance functions, creating strategic forecasts, and overseeing mergers, acquisitions, and funding rounds — while raising her family and serving her community.


Born and raised in St. Louis, Missouri, Lucy earned her degree in Accounting and Business from Santa Clara University in California. Her academic foundation in finance set the stage for a professional career spanning nearly 30 years across the public and private sectors.

Healthcare

  • Established Medicaid increases for providers and increased funding for Federally Qualified Health Centers

  • Increased funding for group and nursing homes 

  • Provided cost of living increases to community nonprofit providers

Affordability

  • Implemented programs to lower the costs of prescription drugs 

  • Launched tax credit for employers who match college savings by employees

  • Established first-time home buyers tax-free savings accounts 

  • Ensured fair rent commissions to curb egregious rent hikes

Seniors

  • Mandated insurance coverage of biomarker testing for early cancer detection 

  • Strengthened background checks at long-term care facilities 

  • Provided free online college courses to nursing home residents 

  • Required greater consideration of proximity to family members in resident transfers

Environment

  • Regulated the use of rodenticides 

  • Banned fertilizers that contain PFAS 

  • Established an extended producer responsibility program around the collection and recycling of batteries 

  • Set new state climate goals for greenhouse gas reduction 

  • Supported clean energy jobs through tax incentives

Education

  • Founded the Special Education Expansion and Development (SEED) grant program ($30M) 

  • Increased grant for high-needs students ($221M) 

  • Established a new competitive grant for local services ($10M) 

  • Increased capital improvements grants for districts ($20M)
